This is a weedy seadragon in Kurnell, Botany Bay, just south of Sydney. This fish, a relative of the seahorses, is exquisitely camouflaged to look like kelp. Without a strobe, as used in this image, it does not stand out from the vegetation at all. This weedy is missing parts of its tail; I have, however, seen it for quite a while, so it must be doing quite well with that handicap.
